Stopping here is always a hit or miss. Sometimes the Walking Street as the locals call it is busy and full of people. Other times it's less busy. There are many events here thru-out the year, so you might catch one. A great place to...More

The whole area is wonderful, huge public plaza in the center of the city ... it has fountains which attract the locals. Great shoppings malls, cafes, restaurants and boutiques for every taste and desire. Nice place to hang out in the evening.

I do not think there is a set time. The fountains are not the main attraction. People watching is every night, with lots of restaurants, bars, coffee shops and milk tea stores. There are often events here too.
