On the night street about 1Km. full of foods, gifts, clothes, toys, and Chaingmai souvenir. If you feel stuff, you can try massaged are cheap.

We walked through this gate every night on the way to the night bazaar. Very cool place to hang out. A lot of birds at day. Someone is always out there entertaining. Always a crowd at almost all times of the day and night.

We stayed at a hotel 5 minutes walk to Tha Phae gate. It is a great way to enter the old city with it's many temples and old architecture. It is well worth the walk to this location.

As far as I know the lanterns are really a big deal on New Years Eve. During other times of the year I could not answer with any certainty.
