This is a very good free tour as an introduction to Taiwan. You don't have to worry about language or transportation, and get to go out of the airport during a long layover.

The tour itself takes about 4 hours including travel to the tour sites and back to the airport. You'd be better off leaving your handcarry/cabin baggage at the airport left baggage facilties (there are 2 in the arrival area, one is staffed and the other electronically operated using either cash or credit card, and the hourly charge is very reasonable). You can keep a small backpack or handbag with you during the tour. Changing some $ into local currency is recommended which you can use when collecting your handcarry/cabin baggage and to buy some drinks or snack during the tour. At the end of the day tour, you'll have to go through security and customs checks with your handcarry/cabin baggage before proceeding to your departure gate.
