Nice gardens to stroll when they are not chained shut or closed for walking around. I'm not sure why one can't access.

The Parliament Gardens are worth to visit, surtainly when the Jacaranda are blooming. Unfourtunatly at the time of our visit maintenance works were in progress so access to the gardens was limited.

I just had a quick visit here and didn't walk through all the gardens. However, if you just go up the back road from the church you get not only a photo outside of Parliament House but a terrific view of the Christuskirche Church itself through the gardens.
There are also a few rock dassies running around up here. I myself saw one having a great time running through the drains, ie he would run down one and pop out another across the road!

The Parliament Gardens is a Windhoek civic treasure in the CBD, with people coming and enjoying the shade and trees and beuatiful arrangements regularly. Take caution - though in front of the well-guarded Parliament, a group I was in had a well-orchestrated smash and grab of bags inside our parked car during a five minute stop at the garden. One of the safest spots in a usually very safe country. Beyond that, many visits to a beautiful place, and it is well worth stopping.

Beware when walking around the parliament building. I went walking through the parking lot and up the stairs of the building for a vantage point to take photos of the gardens— which have been off limits. I never did enter the gardens, but when I left, I was stopped by this rude security officer who told me not to walk around the parliament building. I should only stay on the outside street that enters the building. I thought it was some kind of joke. Namibia touts itself as being a democracy, yet they don’t want people to visit their parliament building. As an African-American, I though it was embarrassing and insulting for them to exclude me. I had no problem walking around the parliament grounds and taking photos in European capitals. This only shows that Namibian elites and politicians are disconnected to their people. Those grounds should be open to everyone

Could be a highlight, but for some reasons the gardens are often closed, or reachable only on a limited basis. You never know if they let you in or not. Still, it's always worth to take a look at the parliament.

Parliament Gardens near the prime minister’s office and residence were actually blocked off when we visited but as someone else went in, we did too. However we had to climb over the fence to get out as the gates were all locked. The gardens are sunken and pretty, but nothing extraordinary, with typical sub-tropical plants and flowers which I have in my own garden. They are across the road from the cathedral and Independence Museum, so worth a quick look.
