For 5eur you get a good view to Riga. Elevator takes you up and down and there are toilets available on the top. Elevator doesn't go all the way to the top though, you have to walk two floors after that. Located a few minutes...More
We went here on a cold and snowy December evening and were the only people there. It offers great views of the city and beyond. Just warned that you get the lift up 15 floors then have to walk the last two flights of stairs.
This is a good place to have a nice view of Riga and the surrounding area. With 5 Euro entrance much cheaper than the church (9 Euro) and the view is even a bit better.

The building is similar in appearance to the Empire State Building in NYC only shorter. Quite a bit shorter in fact. Still, it does offer great city views from the observation deck on the 17th floor.

Ride the elevator up, walk down! Since there is a building height restriction, views from the observation deck are great. And, the descriptive boards on each four sides were very useful. A few nice picture boards about Riga's history were also interesting.

There are two places in Riga from which you can admire the city from above the other being St Peter's Church Tower and other Panorama Riga Observation Deck. Panorama Riga Observation Deck is in the new part of the city so the view is different....More
