Hi yes they can i have seen many kids cycling round but i would do it with caution as there is nothing to really separate the path from the water in some parts

Sorry I don't know if you can take a dog in the cafe but there is loads of outside seating when we went on Sunday it was full lovely to see people and children using the play facilities
