On the day in question that you are actually going to the Gibson Steps check the tides for that day. On your arrival to the Twelve Apostles, the visit Information centre which is quite a large complex will be able to notify you further regarding swell in the area on that day. Something available which you can do but we didn't take advantage of is a Helicopter ride with a number of different business operating out of there. I think that would be an awesome experience. Google the 12 Apostle visit information centre for info regarding the Helicopter rides etc.
