A smaller venue which I like. Sit yourself at a table and get some drinks. We paid 16 Euro entry the night we went. Its very informal. Opened at 7pm and music started at 9 pm. To get to it the closest station is Schwedenplatz

There is a charge for tickets if that is what you mean, yes. You can eat if you want to - your decision. The food is simple but good!

No, he/she will be bored and if he/she doesn't fall asleep will disturb the other clients. I know that I would be annoyed as a visiting tourist who made an effort to get there.
