Worth a visit when in Santander. You can walk or get the mini train around the peninsula. Views around the summit glorious and the penguins and sea lions a bonus.

I am not sure but the paths are wide enough. There is a bike hire outside so my feeling would be yes. I think it would be nice to cycle around it.
