We have parked our car in Arcade for free in walked to the historic center (10-15min).
We loved it very much!
Tipp: go to the river and walked to the steel bridge. From there you can take a great picture.
Regensburg is considered the best preserved medieval city in Germany. Situated at the northernmost point of the Danube River, the historic center of Regensburg is recognized as a UNESCO World Heritage Site.
Although quite pleasant, I find other Bavarian towns like Rothenburg-ob-der-Tauber more picturesque.

For the city center, we parked at Dachauplatz Parking House, very easy to find, because you just get off the main highway (15) to your right, to the south and drive in the old town Eiserne Brücke. Use your navigation system. There are though other options like underground parking at the theatre at Bismarckplatz.
