If visiting Garmisch, go there. Its a nice walk to the "Klamm" - and nice walk through, if it isn't too crowded.

Not recommended - both have a lot of walking and are over an hour apart. Unless you are an alpine speed walker I don't think it would be an enjoyable day - if you had to do one or the other I would do the castles - there... More

Horse drawn carriage will get you very close to the falls. Limited Mobility? The walk into the falls is very close and cramped. Good luck.
