Fabulous building. Welcoming and open to all. Lovely views from the roof terrace. Marseille looks great. The building remains in use as intended: private apartments, hotel, shops, lovely green outdoor space........we didn’t take a tour but will next time!

No, I don't think that you have to pay. I didn't test this myself, because I waited for the guide. There are security men in the lobby but I'm pretty sure that the roof, and the communal shopping floor (most of the shops are now gone, but the concept remains), are public spaces. You'll easily get to see a "street view" of a floor hallway too. But in my opinion the 10 euro fee for a 2 hour tour was well worth it, because you get taken into a show-flat, and the guide is very informative.
