Located on the boulevard of the same name, stands a statue to the man, that transformed Paris to the beauty it is today, quite fitting that his structures, (Haussmann building), surround him.

We have to thank Haussmann for the beautiful boulevards of Paris. He pulled down slums and transformed Paris under Napoleon III.
It is fitting that this fine statue should stand on the corner of the boulevard that bears his name.

This is the guy. It was his vision, accompanied by Napoleon III's power, that created the 19th Century Paris landscape which survives today. We can thank him for all the boulevards, the sewers, many of the parks, the controlled architecture, the street furniture, etc. He's the guy and this is his statue on the boulevard named for him.
