I went there on an evening walk with my family. It was dark outside, so the view was amazing. Whole the bay was in lights, we could even see the Brixham on the other end of the bay. It was an unforgettable walk.

Yes it's completely free just a stiff climb. The down side is there is no wheel chair access because there are stairs at periods.
