Better to visit during day time if you are fond of taking pictures else night time is ok. Capturing view during night is very difficult.

If you want a great experience and great view of Toronto go up the CN tower. A bit pricey and a scary elevator ride if heights bother you but still worth the adventure. I recommend this attraction to visitors going to Toronto.
