The inner harbour is where you'll see all sorts of tourists checking out the various shops, museum, etc. A nice place to hang out, take photos and see the sights.

This is a great area for a stroll while you enjoy the architecture, the harbour and watch the gulls. The magic really begins when the lights come on in the evening. Just up Govenment Street are loads of shops and restaurants.

Victoria Inner Harbour is an amazing place to stop by on a walk and take in all the scenery. The Parliment building, Empress Hotel, and the harbour itself are absolutely beautiful!

This area is safe to walk around. At night the lights are beautiful and we just enjoyed the action. Buskers and musicians provide entertainment and it is just a fun time

Looks like you got your answer. Oak Bay hosts a market once a month on Wednesday evenings and Sidney hosts one also on Thursdays which can be googled also. Not related to your question but I wanted to share
