Unless you like freak show, then go to Avenida Revolucion. Once we cross the border, we headed to Avenida Revolucion just to do tourist thing. I didn't feel safe at all with little kids so I just kept on driving.
Plaza Rio on the other hand is where the locals go. Avenida Revolucion is a theme park for gringos to see what "Mexico" ought to look like.

Our main reason for visiting was for Mini City (recommend for elementary school kids). We ate at Furasshu (Japanese Teppanyaki place). We felt completely safe while walking around here. We wish our kids weren't as tired from Mini City so we could explore more stores. There are candy shops, arcade, movie theater, department store, restaurants, food court, super market, and so on. A lot of people were out on date. Many more family outings. There are securities around. I brought my car over the border. It was right where I left it, not a scratch on it. There were tons of other California license plates which gave me a piece of mind. I arrived here bit before noon on Saturday and there were tons of parking. We left around 6 and lot was full with people driving around looking for a spot. Parking isn't validated from what I understand. It charges by minute with something like 12 hour parking fee of 100 pesos (about 5 bucks). BUT, it doesn't take USD and it doesn't have a credit card slot. So make sure you have some peso. There were performers doing Aztec dance and Mexican dance in center stage area with many people watching. This mall it outdoor so it may not be the best place to roam around on a rainy day.

There's also Tijuana Cultural Center (CECUT) right across the street.

This is a good place for some shopping - if you are a local. If you are from the U.S., you have seen it all: the same chains, the same stuff, the same looks. A mall in Ohio would not look different. If you are looking for a tourist adventure, go to the local markets instead, only a few steps from the mall is Mercado Hidalgo. There you can be as Mexican as you want to be.

This is a very nice plaza and has stores for just about anybody. The stores range from affordable prices to high end. Good selection of restaurant choices.They have good entertainment as well, such as, a movie theater and a play place for kids and teens. It is located near the border and close to other places to visit such as bars across the street for a good night life and the Cecut, which included an IMAX-like theater, museums, and an aquarium. Definitely recommended for first time visitors and return visitors.

Just across the border in the RIO area is the RIO MALL. Paid parking. All kinds of business. .from drug stores to movie theaters. Travel agencies to jewelry stores. Best mall in town. Very large market and more. Good opportunity to see all kinds of products and goods that are not tourist trinkets.

If you go to TJ, you gotta visit Plaza Rio. It's within walking distance of the border, if you choose to walk across. They've got great stores and good food. They even have a small Caliente casino. Go to the Cinepolis VIP theatre. The prices are great (cheaper than a regular movie here in San Diego, but in a VIP theatre with lounging leather seats), and they have awesome beer and food. Love this mall.

Great shopping mall in downtown Tijuana, and they have both a Cinepolis Movie theater and a Cinepolis VIP Movie Theater. They also have a great food court and you can pretty much find anything you need here.

When visiting Tijuana everyone will find something to enjoy at Plaza Rio. Great restaurants, Great shopping. and even a movie theater. Have fun!

When in Tijuana, do stop by this fairly good sized indoor/outdoor mall with all the services. Restaurants, cinema, shopping, etc...

Mall was a standard type mall with some amazing department\grocery stores. We had a great time just walking around and shopping. Would love to return.
