You can ask any of the boats in Tonsai pier to take you there and also other islands or snorkeling spots. You can barter the price. Keep in mind that there is a fee you need to pay to visit the island and it’s about $15 usd per adult. Truthfully the island looks beautiful on the pictures but you will fight for a spot on beach with the thousands of tourists that come and visit. When we visited last year November, we decided to just stay on boat and swim away from the beach as it was too crowded and dirty.
