It was once but the practice was ended in the late 1800's. Today it is where the Havensight cruise terminal shuttle vans leave you off near Main Street. This is a small street vendors market with the usual stuff for sale.

Magens Bay on the other hand is a place that you do not want to miss. It is rated one of the top ten beaches in the world. If I had 2 hrs to spend in St. Thomas an hour and a half of it would be at Magens bay.
It is a short 15 min cab ride for like $4.00 that includes beach fee.
