We drove past this highest peak that one can travel by road in Dec.
Its amazing that this peak has been incorporated as part of the highway. We traveled from Hualien to Sun Moon Lake and this peak is en route on the journey from Hualien via Taroko and finally ending up in Sun Moon Lake.
From this peak onwards the journey is pretty much downhill.
There is ample parking provided on one side of the road and on the opposite side there is a staircase and platform built to take it the 360 degree view of the mountains. We were in awe and took many pictures, but nothing can beat the view that is taken in by the eye.
Be warned that the temperature can be cold and it is windy up here. When we were there the temperature was around 7-8 deg Celcius.

Me and my friends went there in Dec 2019 through motorcycle, the view along the road were amazing. Be sure to wear enough because the low temperature can freeze your body and apply the sun screen or the sun will burn your skin. When you reach the highest point, you will see a sigh with the word "Wuling". The scenery there is amazing and the beauty of the sun shining on the mountain is unforgettable. Two more things, you can prepare two or three bottles of gas if you rode the motorcycle and pay attention to the trucks along the road.

There are probably not many road reviews on tripadvisor, but here goes...if you think that Taiwan is flat and uninteresting, think again (just do an image search on "Mt. Hehuan Highway"). The center of Taiwan consists of significant mountain ranges. The highest is Yushan (Mt. Yu), which peaks at 3,952 m (12,966 ft). There is only one paved road that crosses the island from east to west. Over the years, this road has taken several different routes depending on which sections have been wiped out by earthquakes or typhoons.
Currently there is a clear (but certainly not straight) shot from north of Hualien City to Puli that takes you over the highest stretch of road in Taiwan, Wuling Pass at 3,275 m (10,745 ft), close to the peak of Hehuanshan at 3,422 m (11,227 ft). We drove it this past July.
The highway provides you with great vistas, equal to areas in the Alps. There are the same highway galleries with open sides to protect the road from debris coming down from above. There are endless switchbacks and blind corners. Not too helpfully, the highway is two lanes on the straight stretches and necks down to one lane on sharp corners (at least there are usually mirrors to show you who is coming the other way).
It does focus the mind to look across the valleys to see where the old road was, with massive landslides having erased long sections, tunnels that go to nowhere, and galleries turned to rubble. And as you motor along, you are occasionally attacked by swarms of motorcycles and high powered scooters screaming like angry hornets, passing you on the left, on the right, in the middle of a corner, riders dragging their knees on the pavement in corners, girl friends nonchalantly hanging on. Very atypical of motoring in Taiwan where everyone is usually unusually polite. It must be "a thing" for young folks to set a fastest time on the ascent.
There are tea shops to stop in along the way. The pay off is the large parking plaza at the Wuling Pass - did I mention the vistas are stunning? Oh - if you get car sick easily, you probably shouldn't be reading this review. But otherwise, if you enjoy challenging stretches of road driving, and seek them out all over the world, put Hehuanshan Road on your list.

This is an easy to access look-out point for the mountain range. The views are really beautiful, on a clear day, in the day time and at night, so it's a popular location for photographers. Even after dark, it's common to see many photographers with their nice setups shooting the milky way or star trail or nightscape. There's very little light pollution in this area and the winding roads leading to and down from this point provide interesting trailing vehicle lights. If you are in the area and you are a serious photographer, you shouldn't miss this place. There is safe parking, away from the road, and there are toilets.

Excellent view from Wuling.
We went there by bike. During our trip we went through Hehuan Shan Tunnel (合歡山隧道). From there we continue up to Wuling. Thanks to the suggestion from our tour guild of bringing clothes to keep us warm. Otherwise, we would have failed in reaching the top due to hypothermia. Don't underestimate the drop in temperature when you approach the top. Just several KM before the top, there was a small convenient shop. Don't miss the opportunity to have a cup of warm drink before you continue.

The driver told us that Wuling is the highest point that a road can bring you to. The journey up is of course long and dangerous sometimes. The road is so narrow and yet cars are travelling in both directions, sometimes we are so near the edge and it felt so scary. When the point is reached, it is worth the long journey up. The view is breath-taking, you have to be there to know what I mean. As I went in the winter season so it was so cold!! Definitely recommend this place as a must-go for the view!

Twisting winding road through the mountains with stunning views all along the way.
There are quite a few places of interest to stop off at along the way.
Stop by in Chingjing at Shin Han's Tea, for a spectacular view from the back of the shop and a wonderful tea ceremony.

We took the trip on a cloudy wet morning. Luckily we didn't try public bus (very cheap) but used Tripool (NT4,500) for the 4hr ride from CingJing to Hualien across Wuling mountains. Luckily for us, a small part of the higher up mountain road clear up and we stop to digest the views.

This is not a popular tourist attraction as tour buses cannot access the mountain road. Beautiful mountain scenery and it is cold and windy despite it is summer in Taiwan (at the time of our visit), advisable to have warm clothing. If weather permits, the sunset view is beautiful.

Less than an hour drive from Cing Jing. This place offers nice views of the mountains and landscape.
We went in March and the winds are strong and cold. Warm clothing is recommended.

If you’re staying at a hotel, you can ask the concierge to recommend local tour agent. Most of the taxi driver in Taipei does provide sight seeing trips, you can always check with them.

I'm taking train to hua lien. renting the car, intending to self-drive to cingjing, will pass by wuling. period if travelling is first week september. will there be any problem?
