It is a great Mt Fuji viewing spot over the flower park. We will always remember this place for the various beautiful flowers in full bloom. We also saw many types of souvenirs and products at the shop and enjoy the soft ice cream.
Was great to stop here, walk around the lavender flowers, savour the blueberry ice cream slowly whilst hoping Mt Fuji-san would peek out from the clouds (she didn’t).

Nice view of Mt. Fuji with its foreground of Lake Kawaguchiko. The tourist center has good soft serve ice cream, especially the Blueberry-Vanilla Swirl. The flowers surrounding the center were also beautiful even though there were a lot of tourists.

I believe that you are asking the best time to both Kawaguchiko Natural Loving Center and Oishi Park together as the park which surrounds the center adds much beauty to the environment. Late October to Mid-November should be the first priority while July ranks second (for flowers like lavender). As for spring time between March/April, you can see snow-capped Mt. Fuji from here and this should be another choice for you.
