It is about a 10-minute drive from Higashi Daisetsu on the shore of Lake Nukabira.
There is parking space along the roadside for about 6-7 cars.
It takes about 7-8 minutes from the entrance to reach the observation deck. From there, you can see the small Taushubetsu Bridge opposite.
This area is a habitat for brown bears, so it is best to go at a more crowded time rather than in the morning or evening.
There were about 10 people on a tour at the bridge. I think the best way to see the bridge is to join a tour.
You should ask at the Higashi Daisetsu Nature Museum about brown bear sightings before going to the bridge.
Please do not go alone or borrow a forest road key to save money.
If you are visiting from Honshu or abroad, please be aware that they are different from Asiatic black bears.

Visited on October 8th. Perhaps because it was the middle day of the long weekend, the parking spaces along the national highway were full. I parked on the road a little further ahead and then headed out. The water level seemed to be rising slowly this year, and the water had already reached under the bridge, but it seemed like it would be a while before the bridge would become a meganebashi bridge.

Made a trip here in november, but unfortunately didn't get to see the bridge as it was submerged underwater. It only reveals itself in certain months, but the short hike there was pleasant and the views were still great even without the bridge. A sign warned of bears in the area, but we didn't encounter any.

We have just missed the Group Tour. It was started at 9:00. Next is 14:00. Bridge area is controlled by governor and locked by chain. If you want to go there, you need rent the lock key. About 4km (1 hour on foot) from road side. Furthermore Bears sometimes come near by. It is dangerous. It is very fascinated ruin bridge. But we had good time look over the bridge from this Observatory.
You can get information about Group Tour at Guide center nearby Yuoth hostel in Nukabira Onsen.

You get to see the bridge from a distance. We saw that in order to go to the bridge, you need to register or something. So we decided to see it from a distance. It was nice enough though.

May 2, 2017 -- The Taushubetsu River Bridge is a separate tripadvisor site from this observatory, but they both are views of the Taushubetsu Bridge. The Observatory is located directly on Highway 273. There is a small parking area and a 180 meter walk through a beautiful forest to the west shore of Lake Nukabiru. From here you can see the Taushubetsu River Bridge across the lake - if it is stilll above water. The walk takes you over the former rail line. I wwas here on May 2, and the trail was snow free. A week earlier, on April 24, the snow had not yet melted and the traill was covered and not accessable unless you wore snow boots or snowshoes. If you decide to trek to the bridge, you can drive a bit north of the observatory to a road to the right that leads to a gate. From here it is a four kilometer trek to the bridge and a different view. You cannot trek across the bridge itself. I was told by a Nukabira guide that it is risky to hike to the bridge in May because the road is a favorite location for momma and baby bears, and you do not want to get close to a protective momma bear. You can drive the four kilometer road right to the bridge if you get a permit. There are also tour groups formed to go to the bridge, but I don't think you need to go with a tour group.

It seems difficult to see the Taushubetsu Bridge up close, so we viewed it from this observation deck. We could see not only the bridge, but also the surrounding mountains and rivers, and imagine what it must have looked like when trains ran along it.
