This is a commercial complex that houses Setagaya Ward's administrative offices, theaters, shopping, restaurants, etc. The observation lobby on the 26th floor can be enjoyed for free. Be sure to visit on a clear day.

Difficult to find your way around as you can’t get to the viewing floor directly from the ground floor but once there the views are spectacular

Grocery store in basement, lots of shops on the first floor, bookstore and DVD rental shop on the second floor. Restaurant with excellent views on top.

If you intended to get a good view of Tokyo and enjoy and a 26th floor room filled with sightseers ... DON T GO because most of the 26th floor has been taken over by a restaurant leaving a limited view with no AC and nowhere to sit.

This building is standing just next to Sangenjaya Station of Tokyu Den-en-toshi Line (just 5 minutes from Shibuya). It's free to climb to the top of the building (26th floor) which offers free lounge, bar and a restaurant. On a clear day, you can see Mt. Fuji and surrounding mountains. A night view is also recommendable.

You'd never think this place would have so much to offer. A rather plain building in Sangen-jaya, but the first floor is filled with interesting shops selling everything from unusual cosmetics, foreign foods, and a must-stop Japanese crafts store with surprisingly reasonable prices. Go up to the top to get a good view of Tokyo and if you're lucky, Mt. Fuji.

We have been a few times and it's great to go up to the 26 th floor to watch the sun setting. From five to seven pm is happy (2) hour when drinks are a lot cheaper. Lovely relaxed atmosphere.

Happen to find ths place while shopping around the station. Take the lift up to 26th floor observation deck, it's only 26th floor but u could see far, tokyo sky tree, tokyo tower etc... it's a bit cloudy that day so can't see all.
Nice place to sit & rest while enjoying the city view. There's a restuarant too. If u are in this area, don miss it's free.

I didn’t know about the Carrot tower until last week but was really pleased to go up to the 26th floor and experience the view......for free....other high rise buildings charge a fee so this was a bonus. Looks like there is a coffee shop and a resteraunt but just to be able to go up and sit and relax is great. I popped up the week to have some quiet time and read a book whilst waiting for my kids to finish school nearby.
Definatley worth a quick trip to see the view. Could see Mount Fuji I suspect on a clear day!

26階分の高さを誇る展望台は、無料で開放されていることもあり人気の展望台の一つです(同一スペースにカフェレストランがありますが、こちらはドリンク等の注文が必須となっていますので、正確には無料ではありません)。
高さは120mそこそこですので、他の展望台に比べれば決して高い方ではありませんが、周囲に同等の高いビルがないため、遠方まで見渡すことが出来ます。さらに展望スペースは西を向いていることから、特に夕焼け~夜景鑑賞に最適です。室内であること、それほど広くはありませんので、写真撮影の際の三脚の使用は厳禁です。一方で夜の23時まで開放されているため、夜遅くまで東京の夜景を楽しむのにピッタリのスポットの一つかもしれません。
The observatory on the 26th floor of this building is one of the popular spots in Tokyo because it is available to use for free. There is a restaurant on its observatory. Because you can not use the restaurant's seats unless you order a drink or something, so not all of the floor is for free.
The height of the observatory is about 120m, it is not higher than other observatory in Tokyo. However, because there are few high buildings around the building, you can look far from there. Moreover, I recommend to you to enjoy the view of sunset or night because the observatory is on the west side of this building.
This observatory is open until 23 o'clock. You can enjoy the night view of Tokyo until late night. On the other hand, you are not allowed to use fixtures such as tripod to take the night view, since the observatory is not so wide.
