My friends and I went there from Shinagawa station for my birthday and enjoyed it.

It's unfortunate that most of the staff are unable to speak English, but getting around within the park shouldn't be much of a problem.
There are dolphin and seal shows. Lovely place. We managed to shake hands with the otters too. ^^
One of the oldest marine park in Japan but still very fun.
Has an amazing view of the ocean and beautiful view of Fuji on a good day.
