I would think the basin would be spectacular in either spring or fall but in the late summer there isn’t a great lot of appeal. Even with the Jefferson memorial under renovation the reflection is marginal.

With a cool gentle breeze, this is a great focal point of D.C. The Tidal Basin has the MLK, FDR and Jefferson Memorial standing guard around the basin. It's beautiful, especially in the spring with the Cherry Blossoms in bloom.
We visited in early August, and got very lucky with the weather. Mild temperatures, low humidity and a nice breeze made for a very pleasant stroll around the Tidal Basin. Nearby are various memorials, which were also very interesting to visit.
