We spent our April in Tuscany visiting less travelled areas and were most please. Todi, Montone, Citta di Castella all were visually magnificent, no crowds, friendly to visitors. Highly recommended way to see the medieval hill towns of Umbria.
We visited Todi twice during our visit and really enjoyed this relaxed medieval town.
Parking is best at car park 2 and then take the funicular up to the town centre.

We enjoyed the cisterns, the Roman Niches, San Fortunato and going up the tower, walking around the walls, the Duomo (but the choir stalls were roped off), the icecream on the square, the Roman cisterns... We did not find a Saturday market.
