Scarborough isn't set up like a large city. It does not follow a grid pattern, and because of this it can be very tricky and confusing for tourists. Some of the streets and small and narrow, and those who have rented cars have felt not so much unsafe as they were unsure. It can be very intimidating and almost scary to drive around in a town you don't know where the streets are not in perfect condition. If you are renting a car, be sure to check with the locals about the best routes to take and what areas to avoid. Another nice thing about the town is that because it is small, you can walk around and have no trouble getting from place to place. A lot of the things to do are located in a small area, so you will have no problem getting around. If you don't feel like doing a lot of walking, you can just hail a taxi and get driven around by someone who knows the area very well. There isn't really much of a public transportation system in the town, just a couple of buses, but it is nothing to rely on, especially if you don't know the route well.
