The Miraflores is a slightly shabby hotel near (but not quite on) the sea front at Can Pastilla. The higher floors at the front have reasonable sea views though there are some buildings between you and the view. The entrance (up 5 or 6 steps) and small reception desk are grubby and uninspiring; the ancient lift was functional but not terribly clean. Our room (on the top/5th floor) had a reasonably good sea view, but was very shabby - cables taped to the wall, and a very stale smell (which I assume was cigarette smoke). After buying and emptying a large canister of air freshner into the room, it was a lot better.
Breakfast was provided across the road at the Hotel Gala (under the same management), and was more than adequate. The bar, lounge and other public rooms at the Miraflores seemed to be unused at this time of year.
If you pay the cheapest rate, accept a non sea-view room and don't mind shabby public areas, maybe it's a reasonably tolerable cheap bed for the night. But if you pay extra for a sea view, breakfast and air conditioning (essential even in September), then I would have thought that there were other better value places in Can Pastilla.
One footnote. I noticed that all the rooms below the 5th floor had new doors; perhaps the rooms had been refurbished too - I don't know. But our room on the top floor had an original door and had definitely seen better days. Avoid.
