I avoided this place at the beginning of the summer because of the reviews here and stayed across the street at the Engelside. Hurricane Irene quashed my family's OBX plans, so we wanted a last minute LBI vacation and Sea Shell had a room.
I found the service to be excellent and friendly (don't agree with others here). The room was clean. We decided on an extra night so we had to move from our Queen room (206) and one full room (118). The Queen room was larger, carpeted, and had better and bigger beds, but the full room worked out well--clean, medium size.
Sea Shell does have a loud bar at night, which only briefly woke me (but not my family) up as patrons left "Thunder Thursday" at last call. The staff was very good about keeping us away from the noise. Noise is probably not an issue if your room is on the west side of the lobby.
On the other hand, the outdoor bar area was great for us during lunch. We all ate, food was very good (fish tacos rocked), live acoustic musician had a beachy low key vibe.. My wife and I had a drink and the kids played in fenced in beach area--very chill. Great atmosphere and it's right on the beach.
The rooms don't have wifi, but the lobby does. Did work late night at it was very pleasant.
It's a great location, friendly staff, clean rooms, good outdoor bar/restaurant. 100% relaxing beach experience.
