I stayed one night at the Seaview, but it wasn't a good one. My room, at the Ocean Avenue end of the building, has intermittent noise all night. It wasn't that there was a ton of traffic at 3 a.m., but the traffic was going fast and was therefore loud. As previously mentioned, the windows are too thin to keep out the noise.
Also very thin was the curtain in the front of the room, a flimsy white fabric. So all night the room got light filtered through from the lights outside other rooms. So the room failed in its basic function of facilitating a good night's sleep. It was an austere, but attractive room, no complaints on that score.
I might be willing to try another room, farther away from the street, and see if it was quieter. The Seaview is well located, near the Santa Monica Pier and a short walk to Downtown Santa Monica. It's on a charming pedestrian-only "street" that leads down to the beach. It was cheap, especially for Santa Monica. I didn't use the outdoor deck areas, but they looked appealing, good for people who like to hang out. I thought the staff was adequately responsive, if not exactly gracious.
