HJ Congreso is a simple hotel, with very kind staff and a reasonable breakfast. The main advantage of this hotel is its location, far enough from the touristic rush, which permits a better contact with the "real" Buenos Aires. It is close to the metro (subte) and to the facilities like markets and day by day stores. However, at night it is recommended using taxis to leave and arrive to the hotel, due to delinquency in the neighboor.

The hotel was clean and spacious. Location was great - near the metro and close to a market with good inexpensive local wine, and a number of snack shops for great empanadas. We were able to walk everywhere from there, taking the odd cab (very cheap) when necessary. The staff were really friendly and helpful. It is true the area is dark at night, and doesn't feel safe for walking but this is true for most of the city at night - no lights, lots of people, etc.

My friend and I only needed to find a hotel for one night that was close to the airport. The room and bathroom were clean and comfortable. Breakfast looked ample as well (even though we didn't have much time to eat). The major drawback of this is that it is not a safe or nice area. There is a security guard permanently stationed at the door and the neighbourhood is dark and run down.
