The location is truly bad (not close the anything, airport or city). I didn't like this hotel for the reasons in the title. It definitely needs renovations. However, it was cheap.

My boyfriend and me have just came back from Luoyang. We were so unpleasantly surprised to see how horrible this hotel was, even for him who is leaving and working in Shanghai and has been travelling all over China and staying in different hotels. The most surprising thing is the relation between quality and price. It could be a good hotel if the price was 200 CYN for room. The hall seems very impressive but do not get full, the rooms, specially the bathroom which is so dirty, with hand towels any colour but white...We have been in other hotels paying around the same price, 450 CYN, and the quality was much much better, similar to occidental standards, but not this one!!!!! Before deciding if you want to stay and pay the price, please ask to see the room and bathroom!!!!!

The stuff at this hotel (including the management) do not yet comprehend what it means to provide good quality services to their guests. Often, it seemed the stuff had no desire or were incompetent to do their jobs. For example, we tried to eat at the hotel's restaurant twice and both times we left without eating. The first time was during breakfast, and the dinning room was somewhat full. And yet, the waitresses didn't bother to show us to a table. Instead, they expected us to find empty seats on our own. The second time was during dinner, and although the dinning room was half empty, we stood by the entrance for nearly 15 minutes without anyone bothering to speak to us (not even a "hello" to acknowledge our presence). In fact, the waitresses (and there were quite a few) walked passed us as if we didn't exist. It wasn't until we turned around to leave that one woman asked us what we wanted.
On the morning that we tried to check out, we found out that the hotel had charge our credit card for a deposit that was nearly double the actual bill we owed. And yet, the man at the reception was unable to refund us the extra charge. He kept at it for about half an hour without success. Eventually, we asked to see the manager, who only promised us that they would refund the charges later. The manager appeared to be annoyed that we actually asked him to come to the lobby at 6:30 in the morning, and there was no explanation, no apology from anyone. Unfortunately, our transportation was waiting so we had to leave without actually resolving the problem. However, to be fair, the hotel did refund us the money as promised.

The hotel's location wasn't that great, kind of tucked away on a side street, and there wasn't much around the area, such as restaurants. The room was average.
