If price is the main factor, and you want a clean and safe place to stay in Japan, then the Weekly Mansion chain of budget hotels is a great choice. I have stayed in the one in Akasaka, in Tokyo, and so I was prepared for what I experienced at Otamae. The rooms are comparable to a Japanese business hotel in size, meaning they are narrow, without much room to maneuver between the bed and the desk. It does have extra features that a standard business hotel doesn't have: a cook-top with oots and dishes, microwave, and a small refrigerator. You can use the LAN connection for free internet, and you have your own shower/bathroom. There is a coin laundry on the first floor. The Otemae location is within 2 blocks of the Tanimachi subway line, and therefore a short ride (10-12 minutes) into Osaka/Umeda. The young staff at the reception desk speaks English, and are glad to help.
