I stayed here for a conference at the nearby Kobe Conference Center. It is handy for that, just a few minutes walk away. Staying on Port Island isn't too bad as the Pearl City provides a shuttle bus to Sanomiya and Shin-Kobe stations every half hour and the Portliner train is pretty convenient also. (Several other Port Island hotels also have shuttle buses) So it is pretty easy to access the lively downtown district of Kobe. Port Island seemed pretty deserted in the evenings although there were a few spots to eat outside of the hotels.
The hotel rooms are pretty small (I had a single), but enough space for a solo traveler. By comparison, one colleage at the Sanomiya Terminal Hotel had a smaller room, but the rooms at the nearby Quality hotel were a little larger. The bed & pillow were OK. They supply two pillows in the room -one really hard and one softer so you can choose.
The worst part of the hotel are the very bad smelling hallways (with lingering tobacco odors). The hallways were pretty bad in general, with scraped up wallpaper all along and very grungy carpet. No, you don't sleep in the hall, but the smell was bad enough just during the short walk/wait for the elevator.
Several of the rooms (reserved as non-smoking) were very smoky smelling also, so if you really don't like smoke, this isn't the hotel for you.
The lobby is nice and the staff were nice and helpful.
The restaurant had a nice restaurant, which had a good (not great) breakfast buffet with a mix of Japanese and Western items. But the scrambled eggs and most other 'hot' dishes never quite managed to be more than lukewarm.
I wouldn't stay here again. If you're a smoker looking for a cheaper place and have business at the convention center, then maybe. But overall, I was not very impressed.

Access is a little difficult as it is on port island but you can get a free bus from Sannomiya station every 30 minuets which takes around 15 minuets to reach the hotel.
The cleanliness of the first room I stayed in (on the 11th floor) did leave a lot to be desired. The room had a strange odor around the desk area but overall it was a nice size and had excellent bathing facilities.
The next room I stayed in was very clean and had a slightly different decor. This was located on the 15th floor. The room keeping staff do not bother you like they do in other hotels I have stayed in in japan.
The facilities in the room included a TV (LCD Flat Panel), A prepaid movie box, A kettle, A refridgerator and wireless access. The wireless is usable but extremely slow at times.
I stayed in a single room and I was shocked at the size in comparison to other hotels. You are provided with a semi-double bed and plenty of space. The View from the window is also pleasent.
Nearby is a train station but it will cost you 200 yen to return to sannomiya. You might as well use the bus. The first bus is 7:30am so if you have business to attend earlier than this then I suggest the train.
In conclusion: I would reccomend this hotel for business people and familys who are looking for a low budget holiday in Japan. Avoid rooms other than the 15th floor though.
Stayed here for a conference in November 2008. It's OK, but not great. Be sure to ask for a nonsmoking room when you check in - the first room I was given was a smoking room. Besides the cigarette smell, it had stained carpet, no mirror, no clock, and I couldn't get a wireless signal. I asked to change rooms, and the new, nonsmoking one had much nicer carpeting, a desk, a mirror, a clock, and the wireless internet actually worked. The rooms are small, but adequate. Sheets and towels were pretty nice, and everything was very clean. Allow time for long lines at breakfast. Convenient shuttle bus to both Shin-Kobe and Sannomiya train stations. Overall this was just a so-so hotel, and I wouldn't stay here again.
