The Hamilton Hotel in Sapporo is an ok choice for people on a budget: it's cheap and offers clean rooms. The rooms are small however, and that goes even more for the bathrooms, which seem to be made totally out of plastic.
The hotel has a nice lobby, a good conference room and great staff. The breakfast isn't great if you prefer continental ones (some toast and jam, and that's it), but they serve a fine japanese breakfast.
