I stayed in the Hotel Meteor for a week in late March/early April this year. It's a decent little hotel, but does not have a lot of bells and whistles.
The front desk staff was helpful and friendly, and they spoke English pretty well. There is no elevator to use to take your luggage upstairs; I was in room 107 and had to go up three flights.
The room I was in had two twin beds, two nightstands in between them, a closet for your clothes, and a little TV. It was clean and comfortable, but not very spacious.
The bathroom has a shower (no tub), pedestal sink, and (of course) a toilet. The towels were incredibly rough and felt like sandpaper. The toilet paper was like paper towels are here in the US (but maybe that's how things are in Romania?). The shower had plenty of hot water and good water pressure, and had one of those shower heads you can remove and hold in your hand.
Laundry service is available, but costs 2.5 lei (about $1 USD) per item. I believe there is a laundramat about 20 minutes walking from the hotel.
My room happened to above the corridor leading from the hotel to the street, and right above the restaurant. I was awakened nightly by the sounds of people walking to the hotel, and the sounds of the restaurant preparing breakfast.
When I was visiting there was construction going on, on the street on which Hotel Meteor is located. Half the street is ripped up, resulting in three lanes of traffix going only in one direction on this busy street. You can walk along the part that has been ripped up, but there are rocks, wires and wood all over the place. There was plywood to walk on leading up to the hotel.
There is an internet cafe a few doors down from the hotel, down an alley and to the right (the alley is really creepy at night and I don't recommend walking down it alone). It is about 2 lei for an hour on the internet.
Taxi stands and bus stops are all within a very short walking distance. There is a pizza place right down the street called Pizza Y that will satisfy your craving for some good old American fare.
