Guess adding my review to the already existing review written by Cityvoyager shows how personal reviews and opinions are... Therefore don't be put off to go to a certain hotel based on the review of one person!
I truly think the hotel is really great for the price we paid. Nice and hot shower! ..great beds with plenty of blankets to keep you warm at night. but above all it is the service-attitude of the owners and staff. They help you with everything and are truly friendly!
Only negative point would be that the rooms can get quite cold at night.
as far as the street concerned, it is true that the street is not at the touristic main street but even though travelling with just one other female friend i did not feel unsafe at all and in less than 5 min. you are at the mainstreet and plaza del armas!

We were meant to stay in this hotel in August 2007. When we entered the room, we were quite shocked: The room was very dark and appeared dirty, the bathroom floor was very sticky and you would not want to sit down on the toilet. Furthermore the hotel is in a street that I would feel unsafe to walk in if you are not local.
We refused to stay for longer than 1 hour in this hotel and our travel agent found us fortunately a better (and more expensive) hotel quite quickly.
