We stayed at the Port Hotel for three nights in September, 2008. We chose the hotel for its proximity to Motegi Twin Ring race track in Motegi town.
Utsunomiya is 50 minutes from Tokyo by Shinkansen and 40 minutes to Nikko by local JR trains. The hotel is located on the east side of Utsunomiya Station (use the east exit to reach the hotel). Buses to Twin Ring leave from the west side of the tracks. The east side was quieter, but had everything we needed such as Denny's, local market, post office and ATM, and convenience stores.
The exterior of the hotel and lobby are very nice - very modern and shiny. The room was typical for a business hotel - two twin beds, nightstand, tv, and vanity. Simple and basic, no frills. There were a few gnats around the drain in the bathtub, but everything was spotless.
We could hear voices from the street on Friday and Saturday evenings. This was to be expected, since the hotel sits on a major intersection across from the station. However, when we walked around the block we found Utsunomiya's red light district. It was in no way scary or seedy, just something new we don't see everyday.
The staff was happy to hold our luggage when we arrived before check-in and did some sightseeing after check-out. A computer with internet access was available in the lobby for 100 yen per 10 minutes (about $1 US). We did not eat at the hotel, but there were a few restaurants (a breakfast buffet and Italian) that looked promising.

Utsunomiya Port hotel sits on the edge of the Utsunomiya station and on the fringe of a very lively bar district (only a few minutes walk) but as you correctly pointed out it is not a seedy or dangerous area.
