We too were put into the Bamboo Green when our flight to Hue was diverted. The room was damp and smelled awful. This dampness had the effect of reacting with the starch on the bedsheets which made them damp and sticky. The bath plug was attached to the bath by a piece of string and I cannot describe what I found hanging off the plug when I removed it from the bath and the tablecloth at breakfast was absolutely filthy .
On checking out we were asked to pay $2 for a short telephone call to the hotel we should have been staying in at Hue and $2 for two small bottles of water from the 'mini bar' that would normally cost a quarter of that price. They even tried to get us to pay for two cans of beer that we never had and weren't even available from the fridge.
As for the claim that all rooms had a harbour or city view, ours looked out, through four layers of metal bars, to a rusty corrugated iron roof.
This hotel is listed in Lonely Planet - usually a good source of decent accommodation but they've got this one badly wrong.
