We stayed in Tugu for one week in Nov-11. The room (with turndown service) and bathroom were good size. The complimentary 2 bottles of water, wireless internet and welcome massage were very much appreciated. Breakfast is not buffet but there is definitely something for everyone, from traditional Indonesian dishes, Chinese and Western (cereal, pancake, steak croissant sandwich, etc).
The bakery, one of the locals' favourites, was great. The bar was very eccentric with great table service but lacking in atmosphere. Do try to sample their complimentary 'high tea' served at 4-6pm everyday. The hotel also provide a hotel tour to show the different areas, function room and a preview of their Apsara residence at $1000/night. The pool area was stunning, quite small, relaxing but not ideal for sunbathing because of the mature garden.
The hotel also be able to arrange various tours. We had a trip to Mount Bromo to watch the sunrise. It was worth it but we were very worried about the driving.
We would be more than happy staying in any Tugu hotel. Very ethnic, great staff and service.
