We arrived in Arica with low expectations and this hotel met them! The other negative reviews have it about right--it's moldy, it's dirty, it's overpriced (this was the second most expensive place we stayed in Peru or Chile) and utterly lacking in even the most basic of business hotel comforts. A group of screaming teenaged girls swarmed the desolate pool around 9 pm and kept us and whoever else was trying to sleep through the grossness of the place awake for too long. Even the staff was unhelpful--while our Spanish is abominable, we were pretty sure that some of our constructions were not that incomprehensible (isn't "taxi" kind of a universal word at this point?) We should have looked into staying in a residencia, even though we'd only planned to be in town for 12 hours (long enough to have dinner, shower and sleep after having crossed into Chile by land from Peru and before going further south.) 8 hours in this place was an eternity. Sleep on the beach!
