Whenever I go to Belgrade, this is my preferred hotel. My wife and I originally chose it for the most superfluous of reasons, the impressive facade, especially at night! It has turned out to be extremely functional for us as a base for walking the pedestrian mall (Knez Mihailova), going to the opera near Trg Republika, and hitting the nightlife of Skadarlija.
The lobby is small, but functional and the same with the lift. There usually is someone at the desk who understands English, but if there isn't just be prepared to leave your passport (as with all hotels in eastern europe) so they register you with the police. Holdover from communist days I guess.
The rooms, to be honest, have seen better days and are minimalist by western standards, but the beds are comfortable and it is generally quiet thanks to it's location off the main streets (unlike Hotel Moscow or Hotel Tas where I have stayed when the Palace is full). TV has quite a few channels and even though the channels are Serbian, the imported shows are generally in English with Serbian sub-titles (cheaper than dubbing).
Our favourite part of the Palace is breakfast (included in the rate like most Serbian hotels) which is fantastic! Pastries, cured meats, cheeses, eggs, and much more make it the best in the city.
All in all, this is a good place to stay that is convenient to the major attractions of Belgrade.
Just as a note, if you drive, you can park under the hotel for 18 Euros if you don't want to keep buying the parking tickets on the street, or want to ensure nothing bumps your car.
