This hotel does have comfortable rooms, aimed more at business travelers than families and couples. As others have noted, ignore the unattractive outside facade and street - the rooms are nicely decorated (besides the old carpets) and have all the usual amenities (TV with cable, minibar, internet access).
In spite of the decent rooms, and sometimes very affordable price of the rooms, I'd stay away from this hotel due to 4 major issues:
1) mediocre food
2) sketchy relationships with horrible taxis (almost every taxi they called for me ripped me off) - it was incredible
3) not in a central location - if you want to be downtown, this is not the hotel for you. Granted, taxis in Bucharest are cheap (make sure you get a "normal" rate taxi - 1.60 - 1.70 lei / KM) and you can get to most downtown locations for under 15 lei.
4) VERY expensive amenities with sometimes unclear prices -i.e., internet access is an extra fee - ranging from 5 Euros (NOT lei) for 1 hr - 15 Euros for 24 hrs; phone calls are super expensive from the hotel (to be expected, but watch out); and watch out for their ironing / dry cleaning fee. I requested an iron be brought to my room (listed as an available, no-cost, service in their booklet) - instead they sent someone to get my shirts and press them in the hotel (I stupidly didn't get that this was a different service). When I checked out, they wanted to charge me 42 LEI for pressing 3 shirts! And when I refused to pay this, the reception guy treated me very rudely accusing me of trying to rip him off!
All in all, I'd say go spend a few extra dollars or Euros in a more centrally located, more modern hotel with straight forward prices and policies. If I had to describe this hotel in one word I'd say "SHADY!"
