Centar Pension is well-located in the center of the town, less than 10 minutes walk from the train station and the old town.
We found the accomodation to be to a basic standard, with older furniture, and a bathroom in need of refurbishment. The room was spacious, with a single bed and a double bed in our room, and ample room for luggage.
The TV did not work in our room (room 1), though the city is interesting enough we didn't really need it. The TV turned on, but you could not change the channel and the reception on the first channel was extremely fuzzy.
One big issue we had with our room was that it was located on the ground floor (all 3 rooms are), and the window opened right onto the street, about shoulder-height. There were no bars or anything to keep someone from entering our room during the night. As the window is the only method of cooling the room, we had to keep them shut at night and were roasting in the nearly 30C weather. The stuffy, hot nights were not comfortable. There was a tiny exhaust fan in the bathroom, but it did not seem to have any effect and was extremely noisy.
Overall, the room did not seem good value. Generally Croatia has inexpensive prices for food and accomodation, but Zagreb seems to be the exception with regards to accomodation, mainly due to a lack of many budget rooms such as hostels and high demand in the summer. At least the food was cheap in Zagreb, so that helped us make up for the higher accomodation price. Compared to other places in Zagreb, it was the cheapest option we found, so is probably decent relative value.
One semi-nice thing was we were picked up at the bus station and driven to the room, since the bus station is farther out of town. The guy drove a bit like a maniac though, so we were worried we might not make it there. Probably safer to walk if you stay there.
