We spent one night in this hotel on our car trip around Eastern Europe.
When booking the hotel (a few weeks before arrival) I clearly requested a non-smoking and quiet room. However we were assigned a smoking room facing the street with frequent local traffic. The windows really didn't keep the noise out. I even asked the receptionist if he could move us to a non-smoking room facing the backyard (instead of the main street side), but he refused because "you stay only one night" and claimed that there were no such rooms available (even though the hotel didn't seem to be even half full). I have had to change the room a few times before in other hotels, and never faced any problems before.
The area around the hotel is not very attractive, so I can only agree with the previous comments about it.
The room itself and bathroom were quite clean. I believe the rooms have been recently renovated. The air conditioning was effective and manually controlled. Breakfast was just okay.
It's about 20 min walk to downtown Zagreb from the hotel, but I would recommend taking the tram (the nearest stop is at the bus station) if you want to access the city more conveniently.
Overall, I would have rated this hotel higher if the management had respected our requests and if the hotel had a bit better (more central) location. Next time in Zagreb we will stay in another hotel.
