If you don't mind using the Minsk metro (reading Cyrillic gets quite easy, actually), this hotel is a great choice for value and oddly enough, views over all of Minsk if you get a high floor facing the city (as I did).
Let's go to the facts/stats:
Location: It is not at all convenient to the city center (no way to walk it), but what you give up in some quick Metro time (10 minute ride into center from Metro station literally around the corner from hotel) you get back in views and quiet. So, if you want to walk places, this is not the hotel for you. If you don't mind the Metro, it's fine.
Rooms: very basic (though had a small fridge) and clean/functional. Didn't seem as dated/old as I would have expected (must have done some work on them). Views from high floors facing city are quite cool, though, with beautiful sunsets. Nice and quiet given thick windows.
Service: I can't really comment as I didn't ask for much and what I did need they had. Probably the wrong guest to comment on this.
Value: They priced in BYR (225,000) and didn't jack it up post devaluation, so around US$50 was a very good price vs. the alternatives. Just realize the location is nowhere near anything of interest so if that's important, pay up a bit for another place.
