I'm in Oxford hotel right now. It's my second day in Montevideo and I can say this hotel is a good option if you don't want to expend much money and have good night of sleep.
The room could be bigger, but it's clean, the bathroom is good and indeed I have good internet connection for basic usage (forget youtube).
The personnel is awesome and help you in every single thing you want. Indeed, there are people that speaks very good English and even Portuguese all the time.
About being 4-star, forget the american and european standards. For Montevideo it's a 4-star hotel.
It's good option for those that are not searching for luxury (It's my case).

Montevideo is a very old city, so we were not expecting the Hilton....although we had booked a 4*, expecting something decent. What a surprise.... Really basic room, with 2 single beds, where we requested a double bed, no extra's e.g. sewing kit, shoe mitt,etc... Only got 1 shampoo, 1 showercap etc....the bed was very uncomfortable. Needs a change of mattress, Very noisy area....and the walls are paper thin... really a low class star rating in my opinion. If possible avoid ! There is high tea in the afternoon... well that too was a disappointment...as well as the breakfast. Staff in general friendly, but you always get one that has a squeezed lemon in their mouth!!!! Overall dark, with access to 1 computer for internet... and that the guests fought over...not a pleasant stay, for a hell of a lot of money....
