We stayed for three nights at the start of a Journey Latin America package. The area around the hotel is the usual city centre mix for South America - rich and poor cheek by jowl. We did not feel unsafe or threatened, it seemed fine as long as you took the usual city centre precautions. It was easy walking distance to Mireflores's (admittedly somewhat limited) attractions - the cliffs/beach, Larcomar shopping centre, the cathedral, various cafés and restaurants... We also took a taxi into the old city centre for $25 - not bad for four of us.
Our 10th floor room was huge - a suite actually, with two double beds in the "lounge" (specially set up for the kids - big telly with lots of English-language cable channels) and a king size bed in the bedroom. All very comfortable. The bathroom was fine, good shower over the bath. Yes, the hotel is a little tired, but it was clean and fresh and felt very safe once inside.
The restaurant (we only had breakfast, and a free pisco sour in the adjoining bar) seemed fine, the food was more than acceptable - fresh fruit, cereals, breads, pancakes, omelettes cooked to order, ham, cheese, pastries, yogurt...
The staff were without exception sweet, very happy to speak English, and helped us with several things, like photocopying and booking a taxi. The wifi was free in the lobby but paid in the rooms, which was annoying, but it was not too expensive ($4 for 24 hours?) and it was fast.
We probably would never have chosen this hotel ourselves (the rack rate was $250+?), but it suited our purposes just fine.
