I stayed at the Junior Plaza as part of a tour to the Galapagos (we spent the night in Quito before and after the tour). The hotel was part of the package.
The street that the hotel was on, didn't feel completely safe at night, but the hotel was very close to the very busy (and thus safer feeling) Mariscal Sucre district.
Breakfast (included with our tour) was juice and a bun. They brought us eggs when someone asked, but didn't tell us that they'd charge us for them until afterwards!
On our first night there, a cockroach ran across the floor which freaked me out a bit - but I saw no further insects on the other nights. I know that insects are a part of life in South America, but having one in our hotel room was not cool.
Overall, the hotel was okay, but I probably wouldn't have chosen it for myself.
