The B & B was very clean, good views, and easy to find when driving there. I think my biggest problem was the location. People don't always mention how gritty Valparaiso is, and while normally I don't mind staying outside the touristy area, we would have been more comfortable there. So, my 3 stars is mainly because of location and the isolation that we felt since it was the beginning of the low season and there was only one other person in the B & B, and she hadn't even seen the owner in the three days that she was there. (We did have a younger man who was there when we checked in and he gave us a map and suggestions for what to see in the city etc.) The owner finally came by when I emailed him to say that we would be leaving sooner than expected and needed to pay for our room. When we met him, he was delightful and very accommodating.
The kids in the neighborhood are also quite loud, although once they went back home, it was very quiet. I think at one point they were playing kickball against the garage door of the hotel, and apparently the night before they were up until 2 AM making noise on the street.
The walk to the sight-seeing areas really isn't all that far once you venture out, but I think we would have preferred to be closer to the more tourist friendly area of Cerro Concepcion.
